80% of clerical jobs go to women in Osaka govts

The success rate of women has soared after eliminating tests on general knowledge and switching to screening methods based on applications and essays. The results show that women are better than men at promoting themselves. But, officials of both the prefectural and municipal governments said: “Ideally there should be an equal ratio of men and women in the workplace and such a large imbalance was unexpected. We will study the test changes to clarify if the test was biased toward women.”
